Ceci serait du a un dephasage entre la precision de l'evaluation et celle de la gestion. Deux types de Points de Reference sont identifies: les Points de Reference Cible (PRC) et Points de Reference Limite (PRL). L'utilisation de la Production Maximale Equilibree (connue sous le sigle anglais MSY) comme Point de Reference Cible est reconsideree a la lumiere des performances passees en gestion des pecheries, et l'on suggere que la MSY, ainsi que d'autres Points de Reference anterieurement utilises comme cibles, gagneraient a etre utilises en tant que PRL. La tendance recente consistant a quantifier l'incertitude et a estimer le risque encouru dans les recommandations est consideree comme bonne, mais le cout et la disponibilite de l'information et de l'expertise requises pourraient empecher l'usage de ces techniques pour de nombreux stocks de petite taille ou de faible valeur, ainsi que pour la plupart de ceux des pays en developpement. La tendance recente consistant a prendre en compte des "concepts ecosystemiques" dans l'etablissement des objectifs de gestion des pecheries est egalement souhaitable. Bien qu'ils soient encore peu developpes, les concepts ecosystemiques peuvent neanmoins fournir des Points de Reference Limite. Une gestion efficace necessitera un ensemble de regles qui inclura tant des PRC que des PRL. Dans la plupart des cas de gestion nationale et internationale des pecheries, les structures institutionnelles actuelles devront probablement subir quelques modifications afin d'appliquer avec succes cet ensemble de regles. Les organisations de gestion des pecheries continueront a evaluer et a gerer ces pecheries sur une base reguliere mais l'amenagement pourrait necessiter un examen independant qui sera effectue lorsque l'on se rapprochera de limites de production de la ressource.
