Nous proposons d'estimer des fonctions de gains pour la Lorraine et pour le Luxembourg. Les estimations, à partir de données de panels et avec une méthode de variables instrumentales, nous indiquent une corrélation négative entre le niveau de formation et l'effet individuel due à l'existence de taux d'escompte subjectifs non-observés. Si nous intégrons la notion de risque dans notre analyse, nous constatons que le niveau optimal d'investissement en capital humain est inférieur par rapport à celui réalisé dans une situation à information parfaite. Ce constat nous amène à supposer que l'existence d'assurances sociales peut être considérée comme une assurance contre le risque lié à l'investissement en capital humain. Nous proposons donc d'estimer l'effet des assurances sociales sur la fonction de gains. Nous constatons une baisse des coefficients estimés ce qui laisse à penser que les assurances sociales baissent le rendement de l'éducation, mais également le risque. De même, nous pouvons suggérer que l'effet des assurances sociales se traduit par une redistribution des gains en faveur des moins diplômés.
