Retired library book with usual library markings. From the Foreword: Passage of the Trade Expansion Act of 1962 (TEA-62)1 culminated almost 30 years of trade liberalizing legislation. This act received broad backing for organized labor, big business, major farm organizations, and consumer groups.^ Less than a decade later the Congress was faced with a series of protectionist proposals that had strong political backing. In no small measure the new pressures on Congress reflected the gradual decline of America's preeminence in the international economy, a decline that had been underway throughout the 1960s. The emergence of the European Economic Community, the European Free Trade Association, and a resurgent Japan had markedly shifted the balance of economic power. Chronic U.S. balance of payments deficits-the product of many political and economic forces-proved to be increasingly intractable. A fixed exchange rate and steadily rising export prices combined to erode the long-standing U.S. surplus in merchandise trade. During this era a number of American industries experienced severe import competition. Not surprisingly, these industries were the labor intensive-shoes, textiles, consumer electronics-and the technologically stagnant-steel and autos. Suffering under existing trade policies, many of these industries sought some type of administrative or legislative relief. Voluntary curbs on cotton textiles^ and steel4 imports were partial victories, but many industries received no political protection from economic pressure, As import competition continued to worsen, affected industries and unions increased their political activities. Although multilateral trade negotiating authority expired in 1967, trade-related pressures kept President Johnson from seeking anything but a very modest trade bill.
