Afrikanische Einwanderer südlich der Sahara, versuchen in letzter Zeit immer wieder, nach Europa zu gelangen. Warum ist Europa zum bevorzugten Ziel der afrikanischen Einwanderer geworden; welche Auswirkungen hat diese Migration auf Europa und auf Afrika oder wie verteilen sich Lasten,
Kosten und Nutzen der Migration, aber auch der gegenwärtigen europäischen Migrationspolitik auf Afrika und auf Europa sowie innerhalb der Union zwischen den Rand- und Innenstaaten?
Die Beantwortung dieser Fragen ist grundlegend für die ethische Urteilsbildung. Der Verfasser orientiert sich an den Prinzipien der katholischen Soziallehre Menschenwürde und Solidarität, aber er sieht den Kern seiner Kriterien-Ermittlung etabliert in den philosophischen Gerechtigkeitsdiskursen. Im Kontext grenzüberschreitender Migration vermag christliche Solidarität eine subsidiäre und pflichtverstärkende Aufgabe zu übernehmen. Gerechtigkeit hingegen kann mehr leisten, aus ihrer Rationalität können sich Pflichten gegenüber Rechten anderer ergeben, die moralisch erwartet und gegebenenfalls auch rechtlich erzwungen werden können.
